AN AREA OF CONVECTION HAS PERSISTED NEAR 8.6S 76.2E, APPROXIMATELY 240 NM EAST-SOUTHEAST OF DIEGO GARCIA. ANIMATED MULTISPECTRAL SATELLITE IMAGERY DEPICTS PERSISTENT BUT SHALLOW CONVECTION NEAR A BROAD LOW LEVEL CIRCULATION CENTER (LLCC). A 031023Z SSMI MICROWAVE SATELLITE IMAGE ALSO SHOWS SHALLOW CONVECTION WITH INCREASING ORGANIZATION. A 030649Z OSCAT PASS REVEALS 10-20 KT WINDS CLOSEST TO THE LLCC WITH 20-30 KT WINDS ALONG THE NORTHEASTERN PERIPHERY. UPPER LEVEL ANALYSIS INDICATES THE DISTURBANCE IS LOCATED APPROXIMATELY FIVE DEGREES SOUTH OF AN ANTICYCLONIC POINT SOURCE IN A REGION OF HIGH (20-30 KT) VERTICAL WIND SHEAR. RECENT ANIMATED WATER VAPOR IMAGERY DEPICTS INCREASING POLEWARD AND CROSS-EQUATORIAL OUTFLOW. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 20 TO 25 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1005 MB. THE POTENTIAL FOR THE DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS IS LOW.
